Je doute que ça lui tente pour vrai…8 ans au municipal, ça draine pas mal ton énergie. Surtout dans le contexte actuel : COVID, crise itinérance et crise des transports en commun avec un gouvernement provincial qui a tout fait pour nuire.

South Korea really needs to make as much money as they can right now to sustain their seniors in the coming decades. They are looking at a total population collapse in barely 2 decades Their birthrate is at an astonish low 0.7. The accepted replacement rate needed to maintain population is 2.1. At this rate, they are looking at losing a quarter of their population by 2070.

They have arguable already reached the point of no return. Even if birthrates were to miraculously double, they would still see a precipitous drop in their population due to the reduced amount of adults of reproductive age in the upcoming generations. Most modern economies are facing this issue, but South Korea is by far going to be the worse case of this. This is going to have a serious impact on their economy.

In that context, to hear them say that they are proposing a relationship is unrealistic. They can build that equipment in the short term, but in the medium terms, they are going to have to shut down large parts of their heavy industries because of an acute lack of labor. It could make maintenance much more complicated.

Theses issues is likely why they are being so generous with their offer. With the coming population collapse, the number of available men of fighting age will also collapse. Defence contracts are a long term affair. By hooking us now, they would ensure that we have a national security interest in protecting the South Korea if the need comes.

If we are going to go ahead with South Korean equipment, this is an issue that needs to be discussed. Measures need to be in place to ensure that we don’t put ourselves in a bad position due to the population woes of South Korea. This should include expertise and technological transfers to ensure that we can build the replacement parts ourselves when the time comes.

That’s a negotiating point, but it’s not a dealbreaker. South Korea has shown a willingness to transfer technologies in order to maintain a diverse maintenance base. That’s particularly well demonstrated in their sales to Poland.

The bigger issue is on our front. Do we have a viable defense plan from which we can figure out what equipment we want to buy? Large numbers of self-propelled guns aren’t going to help much when it takes a week or more to get them to where they’d need to be in case of an invasion.

Carney’s comments regarding a resetting of Canada’s security relationships, and reviewing the F-35 purchase are steps in the direction of solving the ‘what to buy’ problem. It’s nice to know that South Korea is offering valuable sales, but we’ll need a couple of months before even commenting on the offer.
