If the STM created a construction agency locally and would allow them to not need to do bidding for each work, construction can be completed faster, and the STM wouldn’t have to depend on other companies as much. The only way this would work though is if work is done continuously, not pausing every 40 years

Déja vers Poirier c’est presque atteint suffit de quoi 1 - 1.5 km a percer max.
