IMO, a true HSR line would only connect downtown Montreal with downtown Toronto, with a stop at Dorval and a stop at Oshawa. Nothing in between. The small towns could continue to be efficiently served with traditional VIA mainline service on the existing LSR lines, and the Quebec City and Windsor extensions would be on upgraded, dedicated intercity lines built in late phases.
