You don’t need PSDs for full GoA4 running (see: SkyTrain) or CBTC moving-block signalling, so even spending a billion to add the Thales interlocks and CBTC to the Green line – and perhaps another billion for extra train sets – would be cheaper than any new line to the east. I can only guess, but I’m willing to bet full modernization of the signalling and adding emergency escapes might come close to being able to double the capacity

I like the idea of modernizing and extending the green line, “capping” it at PAT exo station (make it a transit hub), and supplement the project with improved local buses and regional train.
