The issue in Dorval is that CN/CP, or even Cavendish, is that didn’t want a pillar between their tracks. Otherwise a bridge span that doesn’t encroach on their royal/sacred property is totally bargainable. For instance, the Westbury project was easily able to negociate the right to build a bridge over the CP tracks for easier access to the Namur station.
