Via Rail unveiled plans on Wednesday to build an intermodal hub in Dorval with the goal of bringing Via Rail, Exo, and Trudeau airport shuttle services together at the current Exo site.
The co-development phase, launched Wednesday, will allow partners to define the hub’s design, aiming to ensure a seamless, predictable travel experience for West Island commuters. The plan is to begin construction in 2027.
“The Dorval multimodal hub is a great example of how bringing different modes of transportation together can improve the passenger experience for Canadians,” federal Transport Minister Steven MacKinnon said in a statement. “By better connecting passenger rail, public transit and air travel, this project will increase the efficiency of the travel experience while making journeys smoother, more accessible, and more sustainable.”
Mathieu Paquette, president and CEO of VIA Rail Canada, said an estimated 250,000 travellers pass through the existing station every year.

So closer to the airport… If only the parking shuttles would also stop at the rebuilt station, that could work as temporary solution.
…super dispendieux!
It would be cheaper to build the REM tunnel to the intermodal station than 8 km of APM.

New transit plan aims to streamline getting to and from the Montreal airport
Via Rail has announced what it calls a multimodal station, which would bring passenger trains, commuter rail and airport shuttles together under one roof. The new station would be located at the current site of the Exo station in Dorval, Que., about a three-minute shuttle ride from the airport. The mayor of Dorval says the construction of the new station will not impact people’s travel plans.

Hmmm… Are you sure about that? A people mover is usually less expensive, because it is smaller and somehow simpler to build, especially if it’s not in a tunnel.
The Pearson Terminal Link cost 150M$ in 2006 (231M$ in 2026 CAD).
An APM would have the added benefit of serving more spots around the airport too, and replace a bunch of shuttles. You could even have the Uber/Lyft area further from the terminal and reachable by using it.
The one downside I see is that a REM-Dorval station connection would be beneficial for those from Saint-Laurent who want to go take the train and not go to the airport.
AT LEAST, this multimodal station project is a step in the right direction and will simplify connections between Exo/STM/Via.
The dollar may have just almost doubled over the past 20 years, but the costs of construction have pretty much quintupled. The intermodal station would be built, so most of the construction would be around 1 km of single track tunnel. Thinking about the Côte-Vertu garage, as well as the overall REM 2017-2026 costs, I’d expect CDPQ could have that short tunnel and their necessary adjuncts to the intermodal station built for well less than $500m.
Let’s add gauntlet track to the scope of the project ![]()
Space is available for future additional tracks, but they will not be added for the construction of the station to avoid increasing the costs too much
As an investment, this all seems less incremental and more disposable.
